DSS has a huge underground market for illegal piracy of satellite signals. There are many large scale web sites which provide membership access to DirecTV and Dish Network Files and the also sell card programmers and equipment. I picked up a few of these names when the governement shut down some of the sites and they still receive traffic a year after the fact.
