I just noticed this today. I checked about 20 domains and then started getting an error message that I've reached by quota for the day.

Why every time I feel I 've found a good registrar to have my domains things change rapidly and make me rethink?

guess i won't be buying domains from them anymore.

Why is this supposedly bad, this keeps people from scraping their whois database?

I don't see it as a bad thing either.
I love Dynadot for their bulk rates, but I'll stick w/ domaintools.com for performing whois searches...
