Being an open source project - I cannot say that there would not be such a system available, and I'd actually assume that this kind of tool already exists.

Failing to find a tool that would fit your needs, Pligg is written very modular and any web developer could do this for you for a very reasonable amount I'm sure.

Updates-

Yes there is an RSS importer which can post stories from RSS feeds as they become available
