I am thinking about buying a site that the domain is at Enon.
If I setup an account there, will there be a cost to me?
Or will I have what's left from the owners year?
And I don't have to host at Enon?
There 1 year cost is $29 where as godaddy is $8.95.
 
I understand you want to buy the domain from the current owner.

If this is the case, you can transfer the domain name free at enom if it is the current registrar.

You have the option of transferring to a different registrar, such as godaddy, before renewal date.

Alternatively, you can transfer direct to your preferred registrar, and the seller shouldn't object to this.

You will pay your $8.95 and this will add an extra year to the current period.

if the domain is already located at enom then set up a reseller account to take the push , it won't cost you anything to set up an account , and the renewal will only be 8 or 9 dollars and not 29.95., many members here will set you up with a free enom reseller account , just post in help wanted "need enom reseller account" and someone will take care of you.
