so to rephrase, if it's expired, that means it's been snatched up past the 60day redemption period, right?

(This means typically, it holds more value than a newly registered one (with all other variables remaining equal) but perhaps less than one that is just old and transferred over to you, right?)

Any explanation appreciated.

No, expired means past its registration due date. It can well be at a grace period (at the registrar's discretion), redemption or pending delete.
