wasn't there an InvisionBoard multi forum hack on Websites for sale? that's about as good as VBulletin 2, few more hacks and it'd work. IB was free so they can't stop you using free older versions, but VB will want licensing.

It's against the terms of vb to host them for free.
It's also against the terms of IPB, the current version.
You'd have to use an old version of IPB. No big deal though. Still works fine.

A multi-forum hosting service is the obvious choice, but if you didn't want to go down that route another option would be to use the third level domains to create a load of forums for every topic under the sun, as in:
