I believe he meant is like "doubloe .com" DNS:
DNS3.HCHOST.COM.NS-NOT-IN-SERVICE.COM

I guess Tucows does it if DNS for a domain is not functional
(NS-NOT-IN-SERVICE.COM is owned by Tucows)
