Can tell me since when godaddy lock the domains for 60 days even if you push the name to an account to an other account? (it is not a new domain...)

And what can be done to overpass this rule?

I think they have done this ever since they introduced the free transfer of ownership.

I don't know of any way around the rule, although I think they have recently started to allow you to change the actual registrant name without having to do a transfer or anything.
