GoDaddy Systematically Denying Transfers?

Just tried to transfer 51 names out of GoDaddy - they denied my request on 22! Granted a few of those were under the 60-day window after receiving the domain or changing the contact information - but the vast majority of them listed no reason for the rejection of transfer other than:

Express written objection to the transfer from the Transfer Contact. (e.g. - email, fax, paper document or other processes by which the Transfer Contact has expressly and voluntarily objected through opt-in means).

So basically they are just telling me 'Transfer Denied - Reason: GoDaddy said so'. I've had most of them with GoDaddy for a year or more and haven't changed anything on them other than nameservers in that time...

This is at least the third time I've attempted to move a group of domains from them to another registrar and all three times they denied a high percentage of them.
