You're right. I shouldn't have assumed that you made your highest offer.
But I tend to sell names to the person who's most aggressive in making multiple offers (if need be) in order to get the deal done.
Remember, this isn't an auction. It takes more than just "outbidding" the current highest offer to get the name.
You have to negotiate often times to purchase any asset.
