That's horrible.

Google sets up a great program and some idiots have to ruin it. I hope Google is able to weed out all those who ruin it for the advertisers. It's obvious they watch the CTR so you're bound to get banned sooner or later.

committing fraud on Adsense hurts everybody except for that one person who gets the check...

the Adwords advertisers lose money from clicks that will never result in a sale and all other Adsense publishers will loose in the future due to lower profits per click.

Actually, I would expect fan sites to earn more! That is since the fans are very much interested, and always want to know more. So the targeted ads help.

But $20 per day is commendable.

In reality.. my site makes less than his site. Has to be fraud. I can't imagine that site making that much money..
