Google isn't actually selling the domains. They've partnered w/ eNom and GoDaddy to do the actual registrations.

I suspect they've partnered w/ them to avoid appearing like they're trying to take over yet another market, and also because they want access to the user data that accompanies the more than 20 million domains that eNom and GoDaddy collectively manage.
