In September, the memorandum of understanding between the U.S. Department of Commerce and ICANN was renewed for three additional years, a disappointment for those who had hoped for ICANN's full autonomy.

I don't know of anyone hoping for ICANN's "full autonomy". If anything, they need greater accountability.
