I thought the article referred to businesses like me (selling domain names), but I see it seems to be referring to Registrars granting registrations of domains (e.g. registerfly.com)

I guess that distinction would be a bit hard, and probably unnecessary, for a newspaper to make.

Any way, I'm glad the agency isn't going to be overseeing my business yet
