Google Panda and re-directing traffic

For a new site I was thinking about re-directing a bunch of my non-performing traffic domains to get some early adopters. I was all set to do it then my partner told me he heard that Panda made it so that you get penalized by Google and can get de-indexed for doing this. A Google search on the topic turns up very very little, however I found a couple of posts right after the Panda released that seem to confirm this - and more telling, it seems the domain parking companies have taken away the ability to re-direct traffic to them. That would seem to indicate they are concerned about this. Right?

Anybody have any more details? Is this no longer a viable way to build traffic to your site?

FWIW my intentions in doing this have nothing to do with building PageRank or anything, I just want traffic. But it seems I can be penalized or de-indexed anyway...
 
you have nothing to worry about if the domains you're redirecting are not penalized.
