Help buying a small town GEO domain

There is a small town GEO that I would like to buy. I looked at the Whois info and it is at godaddy and private.

How would I go about contacting the person and making an offer?

Chances are that if the contact info is private they do not want to sell it but usually the email address will work and forward to their email.

Not with privacy - it's usually something like [email protected] and it forwards to their contact email address with the registrar.

If it is with Godaddy, I would first start with Godaddy's brokerage service and see if they can pass your offer along.
