you can use PayPal at GoDaddy, not sure if it's the cheapest, but with all the discounts you can get it's cheaper than 6.99

Or go with Namecheap $8.88, they accept Paypal and is one of the reliable registrars.

1. They are NOT registrars. The last I checked, they were eNom resellers;
2. You can use BESTVALUE code to get names .89 cheaper;
3. They are *highly* recommended.

Well, you can use RegisterFly - domains as low as $6.50, if you want the absolutely cheapest price. AND can afford paying for 1750+ domains upfront.
