High Paying Adsense Ads for High Traffic Sites Only?

Hey all,

Another newbie question:

Is it true that the Adsense ads that are served on our pages are based on traffic to our site?

e.g. - Car themed site with say 10,000 uniques per day or more will get avg. $2.50 per click

but, Car themed site with perhaps 50 uniques per day will get avg. $0.10 per click

The above are just examples but is this how Adsense works?
