PageRank is calculated on the basis of the quality and quantity of incoming links to your site. So to get PR on your site concentrate on getting incoming links to your site. For getting traffic to your site, advertising would do the job. Apart from that exchange links with similar theme sites, get your site listed in top search engines, submit to directories and update site's content regularly.
