How does one create a sticky post?

I noticed that the air-india posts in "domains with traffic" has been stuck at the top of the thread with a thumbtack icon -- how can I do this to my posts?

Under store, there is an option for a sticky thread, you can use your DNF$ to purchase one.

I had been upgrate to Excluseive Member , and only find the color thread.

Personal stickies no longer working for me. All the ones that I made stickies days ago are no londer stuck and when I try to make new stickies they just don't get stuck.
