How platform to use for YoungWriters.com development?

I'm looking to begin development of my next project: YoungWriters.com

The idea is to have a forum for young people to upload their writings: short stories, articles, poems... you name it. It will support ratings, competitions, commenting and prizes.

So, what platform would work best? PHP nuke? vBulletin?

I don't know much about CMS platforms, but either PHPNuke or Mambo would be a good place to start.
