Abuse reports are not always simple when a reseller is involved.
A complaint may mention the domain, but the real issue could be hosting, email, DNS, or site content.
What process makes the most sense? Review the evidence first, contact the party closest to the issue, and act directly only when the domain is clearly part of the abuse?
