Is there a way to prevent the current owner from transferring/selling a domain name that is in dispute?

If you start a UDRP they will send the current registrar a note to put the domain on hold.

I don't believe a registrar can suspend a domain on a phone call as anyyone could call and ask.

I think They will need some legal paperwork telling them to from a court or a UDRP case letter.

You may want to ask jberryhill on this forum, he will certainly know.
