ICANN has posted an advisory outlining the changes proposed by NSI and Tucows. The advisory is notable in that it does not draw any conclusions, but simply outlines what's going on.

What I feel is more significant is the other notice posted by ICANN today (emphasis mine):

Today ICANN announced the implementation of the Expired Domain Deletion Policy (EDDP). This consensus policy defines a uniform deletes practice that registrars must follow at the time of domain name expiry, as well as specific requirements for registrar handling of expired names that are subject to a UDRP dispute.
...

Names deleted by registrars at the conclusion of any registrar grace period following expiration will continue to be subject to the Redemption Grace Period (RGP). The RGP is a thirty (30) day registry "hold" period for all domain names deleted by registrars. This hold period is designed to allow registrars the ability to "restore" names that were deleted accidentally or without the intent of the registrant.​

Isnt this how the dropped domains deletion cycle works?

No. The current system lacked some clear boundaries and had quite a few ambiguous points. The new consensus policy clarifies those.

Doesn't the EDDP take effect December 21st? What happens until then?

They missed off.......

"Any registrar that doesn't follow EDDP will have their accreditation taken away"

But still ....... Nice one ICANN that will give Snapnames something to think about.

It takes them over 3 days to enact a policy that won't have teeth until Dec 21.
This should've been dealt with long ago.....especially considering...

A small (HUGE) victory for the little guy.

It's a policy that could have (and should have) been implemented immediately after it was approved in Carthage in 2003. ICANN is asleep at the wheel. In the past 11 months, they've done absolutely nothing, and there's been no new data or work since then to account for the delay.

It's incompetence, pure and simple. Instead of surfing porn all day long from their highspeed corporate connections, they could have set aside 2 hours to write the document that was posted yesterday. But, since no one at ICANN ever appears to get fired, the drama will continue...

thats why its needs to be delegated somewhere else, like the UN as some people have suggested.
But then, the UN, is another body that is fast asleep, probably not because its want to, but because it cant do anything...
and the saga continues...
