Let's start a master list here of what restrictions are placed on each extension. I would personally like to register some .jp and .cn domains for example in IDN format. But are there restrictions like native residency, or having a company or office in the country in order to register, and which are completely free and open for anyone in the world to register.

.jp information
- IDN and Ascii pricing differs.
- Ascii pricing: $75 for the first registration, $60 for 2nd and subsequent domains
- IDN pricing: $75 for first 2 IDN, $60 per 2 IDN after that (have to be purchased in pairs to get that pricing). Bulk packages available bringing the price down to $20/IDN in large quantities.
- A Japanese presence is normally required, but this requirement can be met by the registrar.

.ru - IDNs not currently supported. Residency restriction for registrations.

.tv - IDNs of all languages supported. Registration same as ASCII.tv

.cc allows all languages.

.org only allows certain german characters - not overly sure about this.

.COM and .net support most languages

.info and .biz presently support German Script

.org supports Danish, German, Hungarian, Icelandic, Korean (Hangul), Latvian, Lithuanian, Polish and Swedish script IDN registrations

Many ccTLDs offer support in the countries language. Those countries ccTLD regisration requirements are likely to apply to IDN and non IDN registrations.

Note: Some Chinese/Japanese characters (with Verisign IDN.coms) are blocked from being regged for various reasons though they show as avalable.
