are Indian stated owned companies are very bureaucratic?
They sent emails and disappeared,are they holding meetings to discuss whether to buy the domain name finally and make offer？？？

what do you mean they disappeared dnol? Yes, an offer has to be discussed among the decision makers and I would expect that it might take them 1-2 weeks or more to reply
