Anyone with insight...

Is it illegal to put music files on a web site for listening to only? Or would this still need some sort of licensing much like a radio station?

Is there a process/place to affiliate with to allow for placing full-length music files on a web site for visitors to listen to?

For example, what do I have to do to be allowed legally to have an Eagles song, Hotel California, to be played on a site with a streaming MP3 player?

Would this be different for a personal site as opposed to a commercial site?

If you broadcast it to others and not just for personal listening, you need to pay fees. Example http://di.fm
