Is there a way to know how much a a domain was previously sold for?

Is there a way to know how much a a domain was previously sold for?

I would like to make an offer for a domain. The whois info reveals that it's had 32 IP changes in the last 7 years which i'm assuming most are due to selling of the domain. Is there some kind of tool for this? or should I just make my own judgement?
 
You can always ask the previous seller.
 
IP changes means change of webhost simply. Even when staying with the same webhost the domain hosting could be moved to another server, or the IP address(es) of a server itself could change.
