I came across this tool called 'NapoleonCat' but I never used it. I heard about it in an SEO forum.

Yes, you can track your competitor’s Twitter account too! (If their account is public)
You can try the tool “Followeraudit” as it is the best Twitter analytics and tracking tool I have used so far. You can track and analyze your and your competitor’s followers.
Also get their follower’s growth percentage on a daily, weekly, and monthly basis and identify if they have fake followers too.
