Is vBulletin the only software you can do something like it or would I be able to get someone to make an itrader system on an IPB or phpbb.

I searched PHPbbHacks they came up with no relevant results.

It's a fairly simple thing to code. You can probably just code one yourself for the forum software you use. However, vBulletin is by far the best, so you may as well just get that.
