This domain belongs to one of my partner & we are planning to sell it.

yes, the site does not have any content. So it would be just the domain.

It had a forum earlier which no longer exists. One can use it to build a similiar forum or anything by which he can utilize the traffic.

You're going to see the "value" drop as traffic starts fading away. I'd normally say 12-18 times monthly parking revenue, but there needs to be a discount because of the diminishing traffic. 12-18x is a good multiple for type in domains.
