Have you tried registering the .il's?

I personally wouldn't bother because people who are so conservative to ban images on their cellphones wouldn't have the internet either. The Ultra-Orthodox Jews I've heard about here in London don't even have TVs so I doubt they'd have a computer which they can surf the net on.
