No that would never be allowed - all the links already would have to existed before the name is parked.

This is not correct, the domain lose the PR when lose the traffic, that usually occurs when you park it, but if the traffic is natural the PR stay.google will not give PR to parked domain anyway.
Am I allowed to point some links to a parked domain name?
I want to maintain the PR of some of my parked domains and this looks like the only way

That is somewhat ambiguous, and you have not answered the question.
Can you elaborate or perhaps confirm that intentional links to a parked domain are not allowed. Absolute.
