It appears your proposal is too vague regarding how long the link needs to stay online, that seems like a very important issue. It would help greatly if you gave us the method you use to determine the answer.

For example, say I have a PR 4 site with 5 hits/day but a PR 3 with 20/day, or a PR 5 with 4/day. Plus what about targeting quality, if you keep in mind 5/day highly targeted is considered to be valued as much or more than 100/day non-targeted.
