Yeah this is good if you are going to develop as you are saying. This will be a nice idea. But without development resellers won't be interested and you might find some end user who is willing to spare $xxx for this.

This could be massive, but the problem is the scale of the thing!
As this is a gTLD you need to address a Global Market- Locally, which is going to cost millions to develop. It is going to be pretty pointless just doing Rotterdam with a domain like this.
I think the best thing you can do is to lock it away until someone with a lot of money has the same idea. This could take sometime, but hold faith with this and oneday it will be worth a great deal of money!
