M14 is a (semi) popular US made rifle and would be a great domain for it, I don't think it's worth $3K but its a good offer from an end user.

If you do counter, don't go crazy.

At that price... pretty nicely overbought. Buyer might have a specific project that makes it valuable, but it wont be that valuable before he buys it.
