How do you determine this?

I look at estibot but am not sure if it's accurate.

Do domains with over $1.00, $2.00, $3.00 etc... max PPC bid make the best sites to develop?

People do it according to keyword but take it with a very large grain of salt.

I can have a domain whose keyword is worth $500 a click but if it has no traffic and/or no clicks then that i irrelevant to the value (unless you develop it based on the keywords).

As for them making the best sites to develop - IMO that is close to irrelevant. While a good domain can help w/ SEO, great SEO will rule over a good domain.

I go straight to the source and use the Keyword Tool in the Google Adwords console.
