member issue

I bought a site from a Platinum member who joined in 2004 and expected my transaction to be safe and the member honourable.

It has been almost 3 weeks and the site has not been delivered as agreed - It does not work! and the member now simply ignores my correspondence wether it be via paypal or this site.

I would appreciate some advice.
