Money Bookers for US users ~ how to send payment to someone in another country?

Ok, I need to pay someone that is another country via Moneybookers. Unfortunately, the only way to pay this person would be via Money Bookers, so I have no other options. From what I understand as a US user, you are unable to send money to a individual, only to certified companies such as ebay, etc.

Is there anyway to legitimately get around this? Anyone have Money bookes outside of the US who can send this payment and maybe I can send you money on paypal or how ever you wish? If this isn't allowed, please edit out.
