It looks very easy with xpanel.

Then you'll make $$$ and be able to sell the site!

Xpanel = lets just say they're not the best software, I'd go with ANYTHING else. Script may look good but there are problems, and the support is...close to non-existant.

Stoned - Undeveloped, the worth is high $xx , not in the $xxx range these days and times. Developed with 10,000 members, could be worth $4,000 like the guy on the WHT forum selling his now. Could even be worth $xx,xxx range with the same 10K members, depends on the demographics of the members.
First thing you need to do is develop it (or sell it).
PS, xPanel is used by hundreds, ask around before you take opinion as fact.
