Just for comparison, I was once offered $200 on a similar size canadian town's name with .org (as the extension) by the City's COC; I declined asking for $500...may be I should check back with them!!
 
Are small city names generally marketable? Who may need them except city administrations?
 
Maybe a site for a city or something? check with your chamber of commerce. They might want it
 
I would guess out of 15,000 the domain is valuable to at least one person for some reason or another. (town festival, city government, etc)

So $100 maybe. It all depends on finding that right owner. Or, chances might have it you don't find that right owner and its only worth the registration fee.
 
i sold a village name for $200 once, it all depends if they want a web site...........

Well, I think people living there would be offended to hear their city's name might be worth just 100$ :) But I will not tell them :)
