Wanted: Service Need US States Scripts?

I have a few domains that I want to develop out state-by-state. Could be wordpress; or? What scripts are out there to help automate this? I want a script that will put up the shell for all the pages, with adsense, analytics, and so on.

So I would either do just state by state, so that would be 50 pages like: MyDomain.com/New-York.html, MyDomain.com/Florida.html, etc

- or -

If I wanted it expandable by city, it might be a format like Florida.MyDomain.com/Miami.html, Florida.MyDomain.com/Tampa.html, etc

Once the shell was up I could login to each to put some original content. If the script can pull in content that would help too, and automate logins/page navigation.

Hoping something exists that is cheap as I am up a very tight budget.
