What would be a brand new ICANN accredited domain registrar be worth? Assuming it has very very few customers (being brand new).

Why do you think it is automatically worth more than 50k when it cost about 10k to get accredited?

Why do registrars that have bearly any customers or are going bankrupt still sell for 400k+?

What is so special about a registrar over a normal reseller with a very good rate?

Not everyone get accredited.. plus all registrars need cash reserves I don't remember the minimum amount, but it's definitely $10k+.

And then there's the back-end.. the software.. which is often developed inhouse or by some programmer exclusively for that registrar.

Right there, you get $30-40k. You're not, after all, just buying a piece of paper. :) More often than not, if you're acquiring a registrar, you'd be acquiring the company that holds the ICANN license.
