Is there a waiting period for transferring newly regged names to someone else?

As far as I know, you can't change registrars during the first 60 days of registration. If you have sold the name .. offer to change the ownership info to the buyer ... until the 60 days is up.

True - but you can also "push" a domain to another account with the same registrar - not with all registrars however.

I never understood why that 60 day thingy anyway.

That 60-day rule has to do with credit card fraud. If a person registers a domain name for 10 years with a stolen card, and immediately change registrars...that person just got a free domain for 10 years, because when the card is reported stolen, the original registrar cannot release or take back the domain. The owner of the card does a charge-back, and the person would still own the name. The 60 day rule protects this practice.

This is in the iCANN policies. I do no know WHY they put it in there. DoBerry's explanation seems plausible, although I donot know if it is correct.
