Interesting that a search for "online otc" doesn't produce any crypto entries but nearly all related to pct dot edu. I can't see any value in this domain. If it was available I wouldn't buy it even for a few dollars.

OTC has been used for pharma for forever, but an online counter? Sounds a little odd.
Could be used for an online OTC pharmacy or the like.. 10K if you hit the right end user.. But its more of a high 3 figures low 4 figures for an end user. And probably sub 100$ for an investor. Best of luck

In finance OTC stands for over the counter addressing derivatives (financial instruments such as call,put options, swaps etc.) among other things.
So the domain may address finance related buyers as well imo.
Now regarding the valuation, I have no idea.
