Why do some websites have a PR for http: //www.websitename. com and a PR for http: //websitename. com but, some have a PR for http: //www.websitename. com but NO PR for http: //websitename. com ?

It all depends on what links they put out on the web. For example, I may submit my site to directories, etc with www. to increase my www.mydomain .com PR. On another day I may do it without the www. Depending on how many links for each is why you will see different PR results.

Also, for your own domains, you should use a .htaccess file to automatically redirect all non-www to www or vise versa depending on your preference.

That way no one accidently links to name.com instead of www.name.com and wasting the PR transfer for that link.
