pipex / 123 reg .EU registration failure

Did anyone else here try and register a .eu domain through Pipex /123 Reg and fail despite following all the rules ?

I've experienced this through dotster, if this is the same situation. I've had registrations fail, then I try it again and it would go through. Just make sure that the .eu name is available first.
