i think he means toll roads, we have to pay to go on certain roads in europe

Being enforced / some places its already been enforced in the UK.

Different places have differnet prices.
EG. central london, compared to a borough in north west london..
And motorways..

I would value communique a little higher, but roadprices seems about right.
