What does this mean? Are they going to charge me?

And is it true that if I am the only bidder on a domain name, and I win, I HAVE to pay $60 if I win... that is terrible if that is true...

Yes $60 is the minimum you will pay if you are the only bidder.

Godaddy is like $9 but almost never work. Enom club drop is decent but its $30. There is allso namewinner, snapnames, etc...

Well.. not "so much" money... but for an $7.95 domain name, $60 seems like a huge increase.

I think it's $10 for the "backorder" and then $8.95 to add another year to registration. They total it up into an $18.95 price.

$60 is just the minimum assuming no one else is interested. If 2 people(or more) are interested in the same name it goes to auction - put your seatbelt on and expect to pay Thousands for a good name. Ultimately the money is split between Pool (who found the buyer) and old registrar of the name (seller) If it's a name that is not great I'd suggest you just wait for it to become available and pay the normal reg fee.

Of course but if you badly want a name $60 is not a lot to pay IMO :-D
The problem is not the $60 charge but the auctions which may come next unless you are the only bidder. Too often indecent amounts of money are being flushed in the auctions for names that are no so great.
If you are on a budget I would suggest doing some research into unregistered names. There are still good unregistered names available.
Keep an eye on the dropping names you like. All are grabbed by drop registrars at some stage, who test them for traffic for 4-5 days and then cancel them if they don't get good traffic. Then you may catch them for reg fee as soon as they become available.
No guarantee. If the name is great someone will get it and using a service like pool or snap is the only way to get a chance to catch the names you want.
