Process for regging .eu (new ext in general)

Hey, Im curious as to the process by which registry for a new extension, for example, .eu takes place. Is it like one day all of a sudden "it" goes live and everyone jumps to register all the names they can, or is there some other process? Also, does this process always apply ? Thanks !
 
And yes domainstrike, this is always the same for every domain name (tld+cctld). There is an organization (registry) which handles all the domain+domain related stuff. e.g. Verisign=com and net, Afilias for info etc.
